No, and don't trust anyone who tells you it does. Paraguay has a territorial tax system — only Paraguay-source income is taxed under the standard regime. Foreign-source income falls outside the tax base. That's a real and significant advantage, but it isn't "$0 tax on everything." We have a long post on the details.

No. A RUC commits you to monthly filing in Paraguay — including months with zero activity — but it does not extend Paraguay's tax jurisdiction over your foreign-source income. The forum claim that it does is wrong. The filings do earn their keep, though: a RUC kept in good standing is the standard solvency proof when you later convert to permanent residency.

No. The mailbox is a service address. The cédula and most banking documents need a real residential address — a lease in your name, backed by the property's utility bills (in Paraguay those always stay in the owner's name, never a tenant's). One trip of about four days gets temporary residency and the cédula submitted; your documents are ready in roughly four months on the standard track (about two months expedited) and can be picked up or shipped to you. Doing it without representation usually means a second trip or a long stay. If permanent residency is the goal, plan at least one return visit during the two-year temporary window (ideally months 10–12) — you can't be outside Paraguay more than 365 days, and Migraciones checks the record at conversion.

On temporary residency, that's now a real problem: you cannot be outside Paraguay for more than 365 days, and Migraciones checks your entry and exit record when you apply to convert to permanent. Emailed excuses for a missed visit are not being accepted. Plan at least one visit during the two-year window — ideally around months 10–12 — then file for permanent during months 21–24, spacing the visit and the filing so no absence reaches 365 days. Permanent residency is far more forgiving: roughly one visit every three years. If a long absence is looming, message us from your account before it becomes a problem.

Economic solvency: the conversion file now includes proof you can support yourself, and for most clients that's a RUC in good standing plus its tax compliance certificate (an apostilled university degree is the main alternative).
